依 is almost just like 衣, but we've got the Nin-ben radical (人)this time on the left.
Why does the kanji for clothes have anything to do with a kanji for "depend"? Your guess = good as mine.
Important:
によると is commonly written in hiragana. The reason is, there are many different kanji that could take the place of よ. The differences are almost nonexistant, but it's better to be safe and not use に依ると when you could just use によると.
