規 - MEASURE the Circles, They're As Big As Your Eyes

Radical:

見 is the radical, on the right.

Next to 見 is a pictograph of an arrow-like thing that was used to draw a straight line. A smaller piece of wood was attached to this to form a kind of compass for drawing circles.
